Literature Review

Based on our research, we found that foreign labours had increase dramatically due to the manpower constraints in Malaysia. Industries which highly involved by foreign labours are manufacturing, construction, agricultural, plantation, services and domestic help sector. Meanwhile, the local labours are too picky on the job and require high salary, benefit and bonus. Thus, the increases of foreign labour are mainly affected by the quality of local workers; most of them are highly educated or with technical skills. Since the foreign labours had increase by approximately 5 million, government has established a range of policy related to in order to control the number of foreign labours. In other word, these policies still inconsistently apply and have yet to restrict their inflow.

Hypothesis

Since we have 2 Independent Variables in our research model,
therefore we have written 2 hypothesis for our research.

  • Government policies on foreign labour have an impact to the number of foreign labour depending on work permit conditions.
  • Job markets on foreign labour leads to the increase in number of foreign labour depending on the employment term, supply of local workers, and attractiveness of environment.

After we done the data in SPSS software, we will update whether the Hypothesis is accepted or rejected.

Problem Statement

Over the past 5 years (2008 – 2012), the number of foreign labour in Malaysia has increased dramatically from 1,935,975 (2008) to 7,018,300 (2012).
According to the data, most of the foreign labours in Malaysia are coming from Indonesia (50.9%), Bangladesh (17%), Myanmar (7.8%) and others. They are mainly involved in manufacturing, construction and plantation sectors which are considered as risky job.
Generally, foreign labour chooses to work in Malaysia due to the diversification of culture and better pay compare to their home country. Foreign labour can easily get a job with RM800 to RM900 pay in Malaysia while they only get around RM 400 to RM500 in their home country with unstable condition such as war, terrorist, natural disaster, etc.
